No. A consultant who transfers runbooks to a client stays on as a guest editor in the client's workspace. That seat is free and does not bill the client.

What happens when I transfer runbooks to a client?
The runbooks move into the client's workspace and the client owns them. You stay on as a free guest editor until they remove you, and your AI loses access to the runbooks you transferred.
